Every named pirate or Marine carries a star rating (1-5) alongside their exact Bounty/Threat Rating number in Berries β both are derived from the same underlying scale, so a pirate and a Marine of similar rating are genuinely comparable in raw strength. Someone who's never actually crossed the World Government's radar shows "???" instead of a computed rating, no matter how strong they really are β a bounty or threat rating implies someone's actually posted a real number, and for a genuine unknown, nobody has. Random creatures/monsters encountered in the story use a separate, wider F-through-Cataclysm threat scale reflecting engineered encounter difficulty rather than an individual's overall standing.
